Participarea publicǎ în mediul rural-parteneriat între ONG-uri şi autorităţile publice locale


Although it's been 18 years since the communist regime has been removed, Romania could still possess a “window democracy”, as it has all the institutions of a democratic regime, but doesn't entirely use them, accepting the state of underdevelopement like a natural state of the society and therefore an “administrative crisis” may appear/occur as the administration is no longer in concord with the social environment.
One of the main characteristics of a Democratic Society – the existence/presence of a political culture of participation based on on the fact that politics comes from the sovereign people, which encourages the membres of a civil society to interfere in the public business, has hardly started to take shape. The passage from a supercentralised administration, that had nothing to do with citizens, to an administration always at hand of them is being made with a lot of difficulty; first of all the state must reorientate its governmental politics towards a community and second of all, a change in the mentality of the citizens is needed as man's life in a communist dictatorship is sort of comfortable, he's not free but he doesn't have responsabilities either and facing the real world, a needy and full of responsabilities one, is hard, but they have to get used to the fact that they now have the power and the duty to make their community a better place to live in.
The public participation is a very common issue these days, a legal frame has been created in order to facilitate the citizens' access to public information. Also, there are different programs that have in the view the rise of citizens participation, their involvement in the public administration's activities.
The reason I chose this subject is to create myself a general and pertinent image concerning Romania, this paper is an attempt to accumulate and synthesize as much information as I can on this matter, in order to see if the local public administration's authorities, pre-eminently the rural ones, efficiently take part/participate in the creation of a participative environment by:respecting the right to access public information, the promotion of a transparent administration, improving the relationships with the citizens, finishing/ending by forming civic partenerships with the NGO witha view to determine a communitary developement.




The main purpose of this paper consists in the evaluation of the recent situation concerning the level of public participation and the creation of partenerships between the local public administrations and the ngo-s that shall lead to an improvement in the citizens' participation at the public activities organised in the Romanian rural space, as well as the introduction of the recommendations concerning the improvement of this situation (the method I used is the poll, applied on citizens.)
The paper consists of two parts: the theoretical part and the practical one, each of them represented into two different chapters.
The theoretical part:
• the first chapter presents the legal foresights of the access to public information and principles of participative democracy, the most important that is to know of taking part to the decision- making process, as well as the forms and methods of citizens' involvement in it, the advantages and limits of this participation.
• the second chapter has all the information concerning the nonprofit sector, especially the role of the ngo-s in supporting and rising the citizens' interest to participate
• the third chapter: a view on Romania, its level of public participation, partenerships between local public administrations and ngo-s and the methods used to attract citizens' interest
The practical part:
• the first chapter consists in: a brief presentation of the objectives of this research, the
research methodology, the assumptions of this research, indicators (the survey, the interview
guide,)
• the second chapter: the unfolding methodology of the survey, the results analysis and their
presentation
• the third chapter shows the conclusions of the research as well as the recommendations
concerning the improvement of the existent situation in the domain.

3 INTRODUCERE: „Democraţia, însǎ, nu este un dar , un cadou pe care îl primesc indivizii şi colectivitǎţile; ea este, în esenţǎ, propria creaţie a acestora, dupǎ chipul şi asemǎnarea lor” 1 Deşi au trecut 18 ani de la înlăturarea regimului comunist, România s-ar putea sǎ fie posesoarea unei ”democraţii de vitrinǎ” 2 , are toate instituţiile unui regim democratic, dar nu le foloseşte decât minimal acceptând starea de subdezvoltare ca pe o stare normalǎ a societǎţii, se poate naşte „criza administraţiei” 3 aparatul administrativ nu este în concordanţǎ cu mediul social. Una dintre principalele caracteristici ale unei societǎţi democratice - existenţa unei culturi politice de participare bazate pe concepţia conform căreia politica provine de la poporul suveran, care încurajează membrii societǎţii civile sǎ intervină în treburile publice abia începe sǎ prindă contur. Trecerea de la o administraţie supracentralizatǎ, ruptǎ de cetăţeni la o administraţie care sǎ fie la dispoziţia cetăţenilor se face cu deosebitǎ greutate; în primul rând statul trebuie sǎ-şi reorienteze politicile guvernamentale către comunitate şi în al doilea rând este necesarǎ o schimbare în mentalitatea cetăţenilor deoarece situaţia omului dintr-o dictaturǎ comunistǎ este într- un fel comodǎ, nu este liber dar nici nu are responsabilitǎţi iar căderea într-o lume realǎ, cu nevoi şi responsabilitǎţi este durǎ pentru mulţi, aceştia trebuie sǎ se obişnuiascǎ cu faptul cǎ au responsabilitatea şi puterea de a schimba în bine comunitatea în care trăiesc.
