XI strategic planning of the various institutions. Obviously each country has chosen the most convenient aspect; however both the aims are often present together. Beside we have noticed that in many countries an independent group has been set up for the management and the elaboration of the evaluation process. The evaluation process lasts about three years in every country. The analysis of the various contexts enables us to define the significant characteristics of the Italian evaluation system and consequently to set up the methodological tool used in the evaluation pattern. Firstly, we suggest that evaluation must include in a single pattern both teaching and research activities by putting in correlation the infrastructures and the services offered by the universities. The second choice is concerned with the levels of the structure which the pattern is applied to, seeing that the Italian system presents a vertical structure composed by three levels: the Ministry (the highest level), the universities (middle level) and the faculties/departments (lowest level). We believe that the evaluation pattern has to be applied to Ministry level and university level, with different aims. The analysis at the highest level shows the strategic priorities of the Ministry, who pursuit the aim to build a comparison between universities; the evaluation at university level has to reflect the short period strategy set up by the university itself. The evaluation pattern has been built in two ‘sections’ in order to overcome any divergences between the strategy of the Ministry and those of any single university. In a context characterized by a remarkable complexity (the different sizes of the various universities for instance, and the great number of different disciplines), the strategies will be never aligned and therefore we believe it is necessary to evaluate the choices universities devise to pursue their aims. In order to consider these aspects carefully we have identified the Analytic Hierarchy Process (AHP) as a useful technique. This technique has enabled us to break down a decisional problem into a hierarchic structure of aims organized in several sublevels. Every aim of each level is assigned a relative importance, a per cent weight. The system of weights is built through a comparison of the various aims of the same hierarchic level. We have examined then the correlation between social and political aspects of a specific context and its respective evaluation system. We believe that social and cultural aspects affect the evaluation system. For instance, a context characterized by high "individualism" has to foresee an evaluation system connected to a subsystem of significant incentives.
